New data released this week revealed: 17 percent of American students report being bullied 2-3 times a month or more within a school semester. Over 9% of girls and 14% of boys just watch their fellow classmates get bullied. Over 30% of girls and 22% of boys think they ought to help the bullied students, but don’t do anything about it. 80% of bullying is witnessed; but only 10% of witnesses/bystanders report incidents. Why are bystanders not reporting incidents? There are many reasons and some of the most common include: Some feel threatened or intimidated when reporting a bully or suspicious incident. Some do notRead More →

The Rising Costs of Deliberate Indifference

Do you know what the legal definition of “deliberate indifference” is? The conscious or reckless disregard for the consequences of one’s acts or omissions. If you are a school leader, school board member or community leader, you might do a quick web search using the words below:                 deliberate indifference lawsuit school 2010 Over 8,000 results came up from my search and many of the results were related to lawsuits being brought against schools and universities under violation of Title IX.  I heard the term “deliberate indifference” over the weekend when one of the national news channels did a bullying feature on a schoolRead More →

Most everyone has heard or muttered these words at some time or another: If I Knew Then What I Know Now…                                                                                                                                                                                                                          The saying is most often used when we look back at our life and we realize that if I knew then (when I was younger) what I know now (with more experience and wisdom), I may have made some different decisions. The saying also came to mind recently as we were reminded of the 9year anniversary of September 11th and the 5 year anniversary of Katrina and numerous other incidents that have provided experience and wisdom that we could have used before these eventsRead More →

Whistleblowers, Incident Reporting and Incident Management…Is your Health Care Organization Ready?

A previous Lessons Learned Blog mentioned the Dodd-Frank Wall Street Reform and Consumer Protection Act and a special bounty program within the Act for whistleblowers.  Did you see it? An attorney at the Healthcare Financial Management Association’s Annual National Institute legal update says healthcare providers may be heading into a storm of whistleblower suits that could cause serious problems for the unprepared. The attorney predicts the new Patient Protection and Affordable Care Act could lead to an explosion of whistleblower lawsuits because the new law does not require the plaintiff to have direct knowledge of alleged fraud to file a suit. So if youRead More →

Are Your Security Cameras Mobile, Capable of Making Incident Reports?

I met some really outstanding people this month while presenting at the NASRO national conference and I deeply appreciate how school resource officers (SROs) and school security officers (SSOs) are striving to make a difference with students and with schools. Before and after my presentations I had some interesting conversations with several SROs from schools all across the U.S.    One of the SROs I spoke brought up an ongoing challenge with cameras.  He would like to replace outdated analog cameras that do not give him the clarity he needs to recognize and identify people.  He also wants to add more cameras for better coverageRead More →

Perceptions of Campus Safety – Are You Helping Your Students Feel Safe?

While tragic incidents like Columbine and Virginia Tech have created an increased awareness of campus safety and security, most college students reveal they still feel fairly safe on campus.  A recent study by three Southern Illinois University scholars has revealed most students are not particularly worried about encountering an active shooter on campus. The survey of more than 5000 students discusses attitudes towards on-campus crime, perceptions of risk and safety, personal experiences and understanding of campus safety measures. What was perhaps most interesting  about the report was the recommendations by the students to reinforce public safety training and communicate emergency procedures with students, facultyRead More →

#1 $800,000 – Will Your School be the Next to Face a Bullying Lawsuit?

I blogged a few weeks ago about the parent suing the Ottawa Catholic School Bard for $325,000, alleging the school failed to protect her child from repeated acts of bullying.  Two more lawsuits have recently made the headlines and school leaders are probably wondering, “Will we be next?” In Australia, a teenage girl was awarded $290,000 in compensation by the Education Department after years of harassment and bullying at school left her a physical and emotional wreck. The girl’s parents had pleaded with the school principal to protect their daughter, and held regular discussions with teachers and the school chaplain.  But the school failedRead More →

UCLA Stabbing Puts Focus on College Students' Mental Health

Could stabbing have been prevented? A recent article discussing the brutal stabbing of a UCLA student in chemistry lab has raised difficult questions asking why disturbed students are allowed to remain at school despite red flags and obvious warning signs.  Since Virginia Tech, campuses across the Nation have been working to identify troubled students and potential warning signs of mental illness, violence or other problems.  However, identifying red flags and connecting the dots across multiple people (students, faculty, dorm advisors, mental health, law enforcement, etc.) can be extremely difficult and seemingly very complex.  Students and faculty members said that the UCLA attacker had exhibited erraticRead More →

President Obama’s 10-point Cybersecurity Action Plan – Part 8

Step 8 of President Obama’s 10-point action plan is: Prepare a cybersecurity incident response plan; initiate a dialog to enhance public-private partnerships with an eye toward streamlining, aligning, and providing resources to optimize their contribution and engagement. Keywords in Step 8 include: Prepare, Initiate, Dialog, Partnership, Streamlining, Aligning, Optimize. Preparing an incident response plan is a great idea and can play a critical role in the success of a cybersecurity action plan, however a lot organizations have incident response plans that are not producing much if any feedback.   Why are traditional response plans not working? Problems with traditional incident response plans lack anonymity on theRead More →
